Based on the results of the study, data from the Bali Provincial Social Service and Denpasar Social Agency showed that during the last two years (2015 and 2016) found 6 cases of neglected children who were adopted based on Balinese customary law in Denpasar. This amount is the highest number among other regencies in Bali. Basically, the adoption of neglected children according to Balinese customary law can only be implemented after the Bali Provincial Investment and Licensing Agency (BPMP) issued a recommendation to the prospective adoptive parents that the adoption of the child can be carried out. Based on the result of interview with informants, it is arguable that the process of adopt the neglected children according to Balinese customary law can be simplified into 4 stages: (1) adoption preparation phase, (2) completion of all administrative requirements for adoption of the neglected children by COTA, PIPA Team, and BPMP of Bali Province; (3) completion of child adoption process according to Hindu and Balinese customary law; and (4) completion of administration of adopted child.
