Abstract

Pecalang became the institution of phenomenon in Kutuh traditional village. Imagine, if observed by Regulation No. 3 of 2001, especially regulating the existence of pecalang, it turns out the customary duties in the relationship of customary and religious duties. However, in fact, pecalang has been carrying out a wider task outside the stipulated in the local regulation, both concerning wewengkon (wilyah) of adat village as well as the activities mandated. Today, it can not be denied that the lunge of pecalang in carrying out their duties has many positive responses from community. The specific purpose of this research is to analyze the institutional pecalang desa adat kutuh. This research is designed using a qualitative approach that is critical research that targets not only dig the meaning of emik, but also create the meaning of ethics. This study highlights various issues related to the behavior, interaction and role of pecalang within the framework of the security and environmental sustainability of customary village areas. The result of the research shows that pecalang run double role, that is social function as penyukerta Desa Adat Kutuh, and economic function as the source of income for the concerned. The tremendous development experienced by Desa Adat Kutuh has been able to provide a decent income for pecalang. Pecalang in charge of maintaining the security of the village of Adat get the form of salary pecalang. Pecalang is in charge of maintaining the security of Desa Adat get the reward in the form of gajih over UMK Badung.
