Abstract

The implementation of Electronic Traffic Ticketing (E-Tilang) represents a technology-based transformation of traffic law enforcement aimed at improving the effectiveness, transparency, and accountability of traffic violation enforcement. This study aims to analyze the effectiveness of E-Tilang in enforcing traffic laws within the jurisdiction of the Bali Regional Police and to identify the factors influencing its effectiveness. This study employed empirical legal research using a socio-legal approach. Data were collected through observation, interviews, documentation, and questionnaires, and were analyzed using qualitative and quantitative methods through thematic analysis and descriptive statistics based on data from 2023 to 2025. The findings indicate that E-Tilang implementation has been moderately effective but has not yet reached an optimal level. Cases processed through E-Tilang increased from 5,864 in 2023 to 6,914 in 2024 and 8,284 in 2025. However, traffic violations also increased from 24,868 to 27,952 and 31,620 cases. E-Tilang contributes to greater transparency, administrative efficiency, accountability, and public service quality. Its effectiveness is supported by a clear legal framework, competent officers, and technological development, but remains constrained by public legal awareness, limited infrastructure, vehicle administrative issues, and legal culture. Optimization requires stronger infrastructure and broader public education.
