Abstract

As one of the provinces in Indonesia where narcotics users continue to increase every year, it is necessary alternative to minimize the number of narcotics abuse both among adolescent and adult in Bali. One of the alternatives used to resolve the current case of narcotics abuse, which has been regulated in Law No.35 / 2009 on Narcotics, is rehabilitation. Rehabilitation is considered better than penal sanctions imposed because in the criminal act of narcotics abuse is most needed for the convicted is the healing process of dependence. But in practice, the provision of rehabilitation to the perpetrators of narcotics abuse is experiencing various pros and cons. One of the issues raised is that this rehabilitation sanction is only a way to avoid giving prison sentences by convicted drug abuse perpetrators and the number of inmates who continue to commit criminal acts of narcotics abuse despite having been sanctioned by the rehabilitation of the courts.
