Abstract

Regulation on Public Service in Indonesia as governed by Law no. 25/2009 is principally established to ensure improving the quality of public services in the hope of maintaining the values ​​of local wisdom that grow and develop in the community. The objective of the research is to analyze the local wisdom of Bali related to good governance, analyze the innovation of public service which has been done by provincial and district / city government. The research location is in Provincial and Regency / Municipal Government in Bali, and Indigenous Villages in Bali with data collecting technique through in-depth interview, then the data are analyzed using qualitative analysis technique along with semiotics deconstructive thinking pattern. The results showed that the implementation of bureaucratic reforms in local government in Bali by innovating the public service system based on local wisdom has not been optimal, because from the research results only Denpasar city that has built a public service system based on Information and Communication Technology (ICT) which based on local wisdom under the name e-Sewaka Dharmopadesa as an effort to build innovation of public service system in accordance with the hopes and interests of society in Bali that is heterogeneous due to the development of tourism.

I Wayan Gde Wiryawan was born in Gianyar on May 13, 1975. The author completed his Bachelor's Degree in the Faculty of Law at Atmajaya University, Yogyakarta, hereafter a Masters in Law in Denpasar, Udayana University and a Doctoral Degree in the Doctoral Program in Law, University of Malang, Malang. I Kt. Sukawati Lanang P. Perbawa was born in Singaraja on July 11, 1974. The author graduated from S1 at the Faculty of Law at the Merdeka University in Malang, hereafter a Masters in Law from the Dipenogoro University in Semarang and a Doctoral Program in Doctoral Program at Brawijaya University Malang. Lis Julianti was born in Denpasar on July 8, 1987 and prayed on Jalan Padang Kartika Perum Muding Pertiwi No. 2.
